World Bank donates Guangdong energy-saving power generation dispatch reform

The power generation dispatching method currently implemented in China is an average allocation of power generation plan indicators for various power generation enterprises, and the indicators are allocated to each unit.
According to this scheduling rule, the annual power generation utilization time of each generator set is determined by the dispatching index. Since the distribution of power generation indicators does not distinguish the efficiency of different units, the development of small thermal power units is actually encouraged, resulting in a high average coal consumption of the national generator sets. On the other hand, the distribution system with the “indicator” as the core also makes the allocation of indicators an important power to determine the life and death of power generation enterprises, and the subsequent rent-seeking and corruption are difficult to eliminate.
On August 2, 2007, the State Council issued the “Measures for Energy-Saving Power Generation Dispatching (Trial)” and gradually implemented it. This reform has eliminated the practice of distributing the average amount of power generation according to the administrative plan, shifting to the principles of energy conservation, environmental protection, and economy, and prioritizing the dispatch of clean energy. Under this model, wind power, solar energy and other clean energy power generation will give priority to the Internet, while for thermal power units, power generation will be scheduled according to coal consumption level. Units with low coal consumption will be more frequent and full, and units with high coal consumption will be less or not.
In the second half of 2007, the National Development and Reform Commission selected Guizhou, Jiangsu, Henan, Guangdong and Sichuan provinces as pilot reforms. In December 2007, the pilot in Guizhou took the lead and it was quite effective. According to the statistics of China Southern Power Grid, the day of the energy-saving power generation dispatching in Guizhou Province, Guizhou Province reduced the consumption of standard coal by about 592 tons. It is estimated that Guizhou Province can reduce raw coal consumption by 300,000 tons and reduce sulfur dioxide emissions by 15,000 tons a year. Subsequently, other pilots also started the simulation run.
In early 2008, the World Bank decided to donate energy-saving power generation dispatch reform. Initially, the donors selected Shandong with relatively small thermal power, but because Shandong Province is not a pilot province for energy-saving power dispatching, it was recommended by Chinese power experts, and the donors will be selected for the upcoming Guangdong surplus.
