1. Project Introduction:
1.1 Main Electrical Wiring Scheme The planned capacity of the wind farm in this project is 150MW, which was completed in the current period. A total of 75 wind turbines with a capacity of 2000 kW were installed. A 110kV booster substation will be built in the wind farm, and a 150MVA step-up transformer will be installed in the booster station. The booster station is connected to a 110kV Lishan transformer 110kV side on a 110kV line. The 110kV side of the booster station adopts the line-variable group connection mode, and the 110kV main transformer neutral point is directly grounded. The 35kV side adopts single busbar connection, and plans to connect 8 35kV current collector lines, and reserve one return line, which will be completed in the current period. The 35kV neutral point is grounded using a resistance grounding device. A grounding transformer, a transformer for station, and two sets of SVG dynamic reactive power compensation devices are installed on the 35kV side of the main transformer.
1.2 Overall Scheme of Communication System Hujiawan Wind Farm Step-up Station to Lishan Transformer Co., Ltd. will set up a 24-cell OPGW cable along with the 110kV line. The total length of the optical cable is 11.4km. This project builds the transmission system of the SDH(1+1) standard. The operating transmission rate is designed at 622Mb/s and can be smoothly upgraded to 2.5Gb/s. Two sets of SDH optical transmission equipment and one set of PCM equipment are added to the Hujiawan wind farm. And distribution frames, etc., for the integration of voice, low-speed data and digital information for communications and dispatch automation services. The real-time and non-real-time data of wind farms were transferred to Hubei Province and Jingmen respectively. There is no dedicated communication power system in this period. There is no separate communication room in the booster station. The station communication equipment and system communication equipment are installed in the secondary equipment room.

4.3 Warranty period
4.3.1 The warranty period is 12 months after being put into operation.
4.3.2 During the warranty period, the bidder shall be responsible for compensating the corresponding losses for the equipment damage and personnel injury caused by the quality issues of the supplied materials or the bidders such as design and manufacturing processes.
4.3.3 The response time of on-site service during the warranty period is within 48 hours of arriving at the electric field site. After the warranty period, if it is necessary for the party to invite the bidder’s personnel to the on-site service, the bidder’s personnel shall promptly go to the on-site service.
4.3.4 After the warranty period, the bidder shall provide spare parts for long-term compensation.
4.4 Technical Requirements
4.4.1 Technical plan: According to Beijing Qianhua Science and Technology Development Co., Ltd., preliminary design of the Huaneng Zhongxiang Hujiawan Wind Farm Project: This project is intended to recruit a set of communications system equipment.
4.5 Other instructions
4.5.1 The bidder shall not influence the design, manufacture, supply schedule or performance guarantee by reason of incomplete data or failure of the tenderer to provide information.
4.5.2 The design, production and supply arrangements of Huaneng Zhongjiao Hujiawan Wind Farm project bidders must meet the planned maintenance schedule, and they must arrive before February 25, 2017.
4.5.3 Performance Acceptance Test
4.5.3.1 The purpose of the performance assessment test is to verify that all the performance of the contract equipment meets the relevant requirements. The test unit is a qualified test unit designated by the bid solicitor and approved by the bidder.
4.5.3.2 The performance appraisal test shall be conducted by the tenderer and the bidders shall participate. The bidder shall be responsible for conducting the performance acceptance assessment test, and the specific test time shall be determined by both the bidding and bidding parties.
4.5.3.3 The test program is provided by a third party and is determined after discussions with the bidding and bidding parties. Special testing equipment and tools necessary for testing shall be provided by the testing unit.
V. Payment and Conditions
5.1 After the contract is signed, the seller shall provide the irrevocable standard form performance guarantee of the seller's bank in accordance with the contract, the amount being 10% of the total contract price. The buyer pays 10% of the total contract price of the seller;
5.2 After the goods have passed the preliminary acceptance, the buyer pays 80% of the total price of the seller's contract to the goods;
5.3 After the performance acceptance assessment test, the buyer pays 5% of the total price of the seller’s contract;
5.4 After one year of equipment installation and operation, there is no quality problem. The buyer pays the seller a total contract price of 5%.
Six, bidder qualification requirements
6.1 Registration in the territory of the People's Republic of China and an independent legal personality.
6.2 In good faith, no fraudulent bids, bids and other serious breaches were committed in the last five years.
6.3 It shall comply with national laws and administrative regulations, have a good reputation, have the ability to perform the contract, and have a record of good performance of the contract. No contract disputes or litigation records, and no major or higher quality and safety accidents occurred in other similar service projects.
6.4 There are no bad records of countries, industries, China Huaneng Group Corporation and its subsidiaries.
6.5 Two or more legal persons whose legal representative is the same person, parent company, wholly-owned subsidiary company and holding company shall not participate in bidding at the same time.
6.6 The bidder shall meet the requirements of the tender documents for the applicant and shall not be deemed as unqualified bidders with corruption, fraud, etc. as defined by China's national laws and regulations and the relevant management departments.
6.7 The business scope of the bidder’s business license shall include the design, manufacture, sales, and operation of the communications system equipment; the requirements of the Jingmen power grid shall be met. The equipment provided must be the communication equipment used by Jingmen Power Grid Company and issue the manufacturer's letter of authorization and service commitment letter of SDH optical transmission equipment ZTE and Huawei.
6.8 The bidder must have the performance of the design, supply and operation of more than 5 sets of 110kV substation communication systems in the territory of China and Hubei Province within the past three years.
6.9 The bidder has good bank credit and business reputation. The registered capital of the business license shall be RMB 5 million and above. It shall not be ordered to suspend business or go bankrupt, and the assets shall not be reorganized, taken over and frozen.
6.10 Bidders must go to the site to survey the site before the bidding, so as to be familiar with the actual situation on the site, otherwise they will not be eligible for the bid.
