Wuxi City's municipal government recently held a press conference to officially launch two key policy documents: "Several Opinions on Further Supporting the Development of a New Generation of Information Technology Industry Led by the Internet of Things" and "Policy Opinions on Further Supporting the Development of the Integrated Circuit Industry." These policies aim to strengthen support for emerging tech sectors, particularly in networking and integrated circuits, providing fertile ground for innovation and growth, while reinforcing Wuxi’s position as a leading industrial city. Since the implementation of the 13th Five-Year Plan, Wuxi has pursued an industrial strategy focused on strengthening its economic foundation. Last year, the city's regional GDP reached 10.5118 trillion yuan, marking its entry into China’s elite group of cities with over 14 trillion yuan in GDP. The city is home to more than 2,000 IoT enterprises, employing over 150,000 people. The IoT industry’s revenue has surpassed 200 billion yuan, with an average annual growth rate exceeding 20%. Wuxi-based companies are now involved in IoT projects across more than 30 countries and regions. It includes 25 policies, 19 of which are new, covering areas such as encouraging business growth, supporting technological innovation, and promoting applications across 18 different industrial sectors. According to Wu Jianping, deputy director of the Wuxi Economic and Information Technology Committee, the new policy emphasizes precision and targeted support, shifting from broad-based assistance to more focused, efficient measures. For example, the support ratio for technology and equipment investment has increased from 10% to 15%, with the maximum funding limit rising from 2 million to 5 million yuan. Additionally, support for key technologies like smart sensors has been significantly enhanced, with the maximum funding increasing from 1 million to 3 million yuan. Wuxi is also a national base for microelectronics high-tech industries and one of China’s seven major IC design industrialization centers. In 2023, the city’s integrated circuit industry generated output worth 89.2 billion yuan, reflecting an 11% year-on-year increase. Major projects such as Shanghai Huahong and SK Hynix II have been successfully established, marking the best performance in recent years in terms of project quantity, scale, and reserves. The second policy document, "Policy Opinions on Further Supporting the Development of the Integrated Circuit Industry," outlines 15 categories of support, including R&D funding, talent development, and industrial ecosystem improvement. A total of 21 policies were introduced, with 14 being new initiatives. Zhou Wendong, director of the Wuxi Economic and Information Technology Committee, noted that the new policy is tailored to Wuxi’s industrial needs and covers a broader range of key sectors. The financial support has also been significantly increased, with the maximum grant raised from 3 million to 10 million yuan—exceeding similar policies in other Chinese cities. The focus is on integrating upstream and downstream segments of the IC industry, encouraging local design firms and streamers, and supporting local enterprises in purchasing products from domestic design companies. This approach aims to address bottlenecks in the supply chain and enhance the overall efficiency of the sector.
