The Ministry of Industry and Information Technology recently released the second batch of green manufacturing lists, highlighting significant progress in sustainable industrial practices. Among the recognized entities are 16 green factories specializing in power battery-related products, three types of eco-friendly design products such as lead-acid batteries, and one model company demonstrating excellence in green supply chain management. This initiative underscores a broader commitment to environmental responsibility across the manufacturing sector.

In its "Key Points for Industrial Energy Conservation and Comprehensive Utilization in 2018," the Ministry emphasized the importance of green development as a core task in advancing China’s manufacturing capabilities and ecological civilization. The policy aims to accelerate the implementation of green manufacturing projects, deepen pilot programs, and strengthen energy conservation and environmental protection measures. Industries focused on green manufacturing, clean production, and renewable energy will see increased regulatory oversight, with goals to reduce resource and energy consumption, improve standards, and promote a greener industrial transformation.
The targets include reducing energy consumption per unit of industrial added value by over 4%, decreasing water use per unit of industrial output by 4.5%, and improving the comprehensive utilization of industrial solid waste and cleaner production levels. These goals reflect a growing awareness and proactive approach to green development within the industrial sector.
Battery China.com highlights that one of the key focuses in the 2018 policy is the recycling of power batteries from new energy vehicles. This not only supports the industry's green transition but also presents a critical opportunity for battery recovery and reuse. With the rapid growth of the electric vehicle market, the need for efficient and responsible battery recycling has become increasingly urgent.
Since 2014, the power battery market has expanded significantly. By 2017, the cumulative installed capacity of power batteries reached over 80 GWh, with 36.27 GWh added in that year alone. Given the typical lifespan of lithium-ion batteries (5–8 years), the first wave of large-scale battery recycling is expected to begin soon. Major players, including CNAC Lithium Battery, Thornton New Energy, and Greentech, are already investing heavily in this area.
Currently, power battery recycling is divided into two main approaches: cascade utilization and resource recovery. While cascade use faces challenges such as high dismantling costs and technical limitations in sorting, resource recovery has developed a more stable business model. Market forecasts suggest that the used power battery recycling market could reach 5 billion yuan in 2018, expanding to between 136 and 311 billion yuan by 2020–2023.
To address these challenges, the government has introduced several policies since 2016, such as the "Recycling and Utilization Technology Policy for Power Vehicles" and the "Recycling and Dismantling Specification for Vehicle Power Batteries." The latest 2018 policy further emphasizes the need for a temporary interim measure to manage power battery recovery and establish a formal recycling system.
As the power battery industry matures, the recycling sector is poised for significant growth. With strong support from the Ministry of Industry and Information Technology and other agencies, the development of recycling standards, demonstration projects, and collaborative initiatives are laying the groundwork for a robust and sustainable industry. The coming years are likely to witness a major expansion in battery recycling, similar to the earlier boom in lithium battery production.
