The revisions mainly focused on two key areas: first, extending the validity period of previously issued six-month indicators to one year. Second, adjusting the rules for applying for updated indicators. Those who had reached the national mandatory scrapping standards and failed to complete cancellation procedures within the specified time would no longer be eligible for new indicators. The Beijing Small Bus Indicators Control Office emphasized that this change aimed to address long-term non-inspection issues without affecting normal annual inspections.
To align with the "Beijing Traffic Management Development Plan during the 13th Five-Year Plan" and the "Beijing Urban Master Plan Implementation Work Plan (2017–2020)," the total number of passenger car allocation indicators for 2018 was reduced from 150,000 to 100,000. Among these, the new energy vehicle indicator remained unchanged at 60,000, while the general passenger car indicators decreased from 90,000 to 40,000.

The "Notice" stated that the total number of passenger car indicators for 2018 was reduced to 100,000, with the new energy index remaining at 60,000. The proportion of individual common indicators increased from 92% in 2017 to 95%, while personal new energy indicators rose from 85% to 90%.
Since the implementation of the small passenger car control policy in 2011, Beijing has managed to keep the growth of cars under control, helping reduce traffic congestion and emissions. By 2017, over 954,000 cars had been added, with the annual growth rate dropping significantly.
