Chapter I General Provisions

Article 4 The principles of unified planning, coordinated development, construction, management and maintenance shall be implemented in the construction, transformation, maintenance and management of road lighting facilities in the city.

Article 5 The Nanjing Municipal Public Utilities Bureau is the administrative department in charge of urban road lighting facilities in this Municipality.
The Nanjing Street Lamp Management Office (hereinafter referred to as the City Road Lighting Facilities Management Organization) is responsible for the routine maintenance and industry management of the city's urban roads and facilities.
The county administrative department of road lighting facilities shall be responsible for the maintenance and management of urban road lighting facilities within its jurisdiction.
The departments of planning, construction, public security, industry and commerce, finance, price, garden, housing management, telecommunications, land, city, power supply, etc. shall, within the scope of their respective duties, cooperate with the competent authorities to do a good job in the management of urban road lighting facilities.

Article 6 Encourage and support the scientific and technological research of urban road lighting facilities, promote new technologies, new light sources, new equipment and computer automatic monitoring technology, and improve the scientific and technological level of urban road lighting facilities.

Chapter II Planning and Construction

Article 19 The self-built special urban road lighting facilities shall be maintained and managed by the property rights units and operators. The required maintenance and management funds are paid by the property owners or operators.

Article 20 prohibits the following acts that damage urban road lighting facilities:
(1) Deliberately destroying urban road lighting facilities;
(2) illegally occupying urban road lighting facilities;
(3) dumping corrosive substances such as acid, alkali, salt or corrosive waste liquid or waste residue in the vicinity of urban road lighting facilities;
(4) arbitrarily receiving urban road lighting power;
(5) erecting communication lines (cables) or placing other facilities on urban road lighting facilities without authorization;
(6) Unauthorized dismantling, migrating and altering urban road lighting facilities;
(7) arranging, arranging, scribbling and arranging various signs, advertisements, publicity materials and drying clothes on urban road lighting facilities;
(8) Other acts that damage or encroach on urban road lighting facilities.

Article 21 Any other facilities attached to the construction of urban road lighting facilities shall be approved by the administrative department of road lighting facilities of the city or county, and then the relevant departments shall go through other examination and approval procedures before they can be constructed.

Article 22 If urban road lighting facilities need to be demolished, relocated or altered due to urban construction, it shall be carried out in accordance with the urban road lighting facilities plan and reported to the original approval department for approval.
The construction unit and individual shall also submit to the municipal and county urban road lighting facilities administrative departments the plan for the demolition, migration and modification of urban road lighting facilities in accordance with the regulations. The expenses shall be borne by the construction unit or individual in accordance with the regulations.

Article 23 The safety distance between trees near urban road lighting facilities and charged objects shall not be less than 1 meter. Article 24 No unit or individual may arbitrarily hang various signs, advertisements and publicity materials on urban road lighting facilities. If it is necessary to hang up, it must be approved by the administrative department of city and county road lighting facilities to handle the approval procedures. And in accordance with the provisions to the relevant departments to handle other approval procedures.

Article 25 If it is necessary to erect communication lines (cables) or other facilities on urban road lighting facilities, it shall be reported to the administrative department of urban road lighting facilities of Zhongshan and counties for approval, and shall be managed by the city and county urban road lighting facilities. Article 26 Any unit or individual shall, after damaging the lighting facilities of urban roads, protect the scene of the accident and immediately notify the municipal and county urban road lighting facilities management agencies and relevant units.
Chapter IV Penalties

Article 27 Anyone who commits any of the following acts in violation of these Provisions shall be ordered by the administrative department of the city or county urban road lighting facilities or the administrative department entrusted by the administrative department of the city's urban road lighting facilities to make corrections within a time limit and may be punished by 1,000 yuan. The following fines, which are business conduct, can be fined up to 10,000 yuan:
(1) dismantling, migrating or renovating urban road lighting facilities without authorization;
(2) arbitrarily setting up communication lines (cables) on urban road lighting facilities, using urban road lighting power sources or placing other facilities;
(3) dumping corrosive substances such as acid, alkali and salt in the vicinity of urban road lighting facilities;
(4) arbitrarily stacking sundries, digging pits, and building buildings near urban road lighting facilities, affecting the normal maintenance and safe operation of urban road lighting facilities;
(5) illegally occupying or deliberately damaging urban road lighting facilities.

Article 28 Anyone who commits any of the following acts in violation of these Provisions shall be ordered by the administrative department of the city or county urban road lighting facilities or the administrative department of the city's urban road lighting facilities administrative department to make corrections within a time limit and may be punished by 200 yuan. The following fines:
(1) arbitrarily setting advertisements and publicity signs on urban road facilities;
(2) Unauthorized posting, doodle, scribbling, and scribbling on the road lighting facilities in the city.

Article 29 If, in violation of these Provisions, the urban road lighting facilities are damaged, the administrative department of city and county urban road lighting facilities shall, in addition to giving administrative penalties, have the right to order them to compensate for the losses.

Article 30: Insulting or assaulting the management personnel of urban road lighting facilities or obstructing their execution of official duties, or stealing or damaging urban road lighting facilities, which constitutes a punishment for public security administration, shall be punished by the public security organ in accordance with the Regulations of the People's Republic of China on Public Security Administration Punishment. Where a crime is constituted, the judicial organ shall pursue criminal responsibility according to law.

Article 31 If a party is dissatisfied with the decision on administrative punishment, he may apply for administrative reconsideration or file a lawsuit with the people's court.

Article 32 The administrative personnel of road lighting facilities in cities or counties shall perform their duties in accordance with their duties.
If the administrative personnel of urban road lighting facilities neglect their duties, abuse their powers, or engage in malpractices during the law enforcement process, the relevant departments shall impose administrative sanctions; if a crime is constituted, the judicial organs shall pursue criminal responsibility according to law.
Chapter V Supplementary Provisions

Article 33 These Provisions shall be interpreted by the Nanjing Municipal Public Utilities Bureau.

Article 34 These Provisions shall come into force as of the date of promulgation. The "Regulations on the Management of Nanjing Street Lamps" issued by the Municipal People's Government in 1983 shall be abolished at the same time.
